This is very close to how it works. A Duster who is a director CAN select a specific planet and district by resfreshing the contract system over and over and over until the desired system pops up. A Duster accepts the contract by putting up a set amount of ISK they specify and the opposing merc Corp accepts the contract by equaling their bet. It's like a game of poker wrapped up with an FPS.
The problems with the current system don't stop there though. On the Dust side if I accept a contract to attack and take a district there is NO guarantee that the battle will happen. If no one decides to show up to defend nothing happens. I get my wager back and Dust life goes on with no impact of the planetary system ownership. Worse still is that you can see who your opponent will be before you take a defense contract. As a result, it a top Dust corp puts out a contract people will ignore it to avoid the hard fight. THIS CAN EVEN HAPPEN ON THE OTHER SIDE. Our corporation has been "bought out" several times. We take a defense contract, people realize who there are fighting, and they fold by canceling the contract. We get the money they put up but the district DOESN'T change hands. |

I don't think it should be automatic failure, because right now there is no "reinforce mode" for a district. I think a sensible compromise would be if you attack a district 3 (or some variation) times and no one defends or they "fold" and cancel the contract then the system flips automatically.
Honestly, working in a Dust corp we WANT Faction Warfare pilots to give us work. There is just no way we can take your money and be able to guarantee that we can follow through with the job. I've been contacted by several Factions to take planets (which we could do with guaranteed fights) but there is no way to guarantee success without exploiting the current contract system in a game breaking, bannable, lame fight ducking way like some large Dust corporations have decided to do. |

I wouldn't mind preserving the current system and having something better for FW. That way you can use the current setup as a dueling system or for a way for corps to satisfy grudges or for folks to set up in game tournaments that don't have a direct impact on faction warfare.
